FEMA’s March 2013 Local Mitigation Planning Handbook recommends a nine-step processwithin the original four phase process. Into this four-phase process, the City of Boulder and its consultant integrated a more detailed 10-step planning process used for FEMA’s Community Rating System (CRS) and the Flood Mitigation Assistance program. Thus, the modified 10-step process used for this plan meets the funding eligibility requirements of the Hazard Mitigation Assistance grants(including Hazard Mitigation Grant Program, Pre-Disaster Mitigation program, Flood MitigationAssistance), Community Rating System, and the flood control projects authorized by the U.S.Army Corps of Engineers (USACE). This vulnerability assessment followed the methodology described in the FEMA publicationUnderstanding Your Risks—Identifying Hazards and Estimating Losses, as well as Tasks 5 and 6of the 2013 FEMA Local Mitigation Planning Handbook.
