Emissions Reduction5.1Please describe how the target(s) reported above align with the global 1.5 - 2 °C pathway set out in the Paris agreement.0Beginning as early as 2012, staff held several study sessions with Boulder City Council to discuss the development of Boulder’s post-Kyoto climate action goal. At the time, the most recent IPCC science indicated an 80 percent reduction in emissions by 2050 (from a 1990 baseline) was necessary to avoid catastrophic climate change. These sessions presented analysis of a range of potential emissions reduction goals, which included 80 percent by 2050. In December 2016 Boulder City Council formally adopted several goals to guide Boulder’s climate action efforts: reducing community-wide greenhouse gas emissions 80% from 2005 levels by 2050; reducing emissions from city operations 80% below 2008 levels by 2030; and achieving 100% renewable electricity community-wide by 2030.In 2018, the IPCC came out with their Special Report on Global Warming of 1.5C. This report conveyed the message that if we allowed warming of 2 C, the global community would face severe climate change impacts. The analysis suggested that we instead aim for limiting warming to 1.5C to mitigate the worst of those impacts. This required Boulder to reevaluate the climate commitment goals that were set in 2016, as they were aligned with a 2C scenario, not a 1.5C scenario. Further, they did not appropriately account for Boulder's fair share of emission reductions considering equity, responsibility and capacity.Given these considerations, Boulder worked alongside ICLEI and the Science Based Targets Network Guide for Cities in re-establishing targets to align with limiting warming to 1.5C.In 2021, Boulder released it's new goals and targets, which include a 70% reduction against a 2018 baseline, becoming a Net Zero city by 2035, and becoming a Net Positive city by 2040. These were released as part of the city's reworking of it's climate action in recognizing the need for systemic change and the need to look beyond just emissions reductions. Emissions Reduction5.2aPlease identify and describe the conditional components of your city-wide emissions reduction target(s).0There is growing agreement that the most viable path to deep emission reductions in the next 10 years is the conversion of 80 percent or more of all energy use—in buildings, transportation and business processes—to electricity generated from clean, renewable energy sources. Making a transition to renewable energy future will require the rapid transition to 100 percent renewable electricity as the foundation of this change. Currently, Boulder’s electricity generation mix is determined by the third-party investor-owned electric utility and therefore is outside of the city's control. In November 2020, voters passed a measure that entered the city into a new franchise agreement with Xcel Energy. The partnership agreement seeks to make significant progress on Boulder’s clean energy and climate goals. Under the deal, the city and Xcel Energy willwork together in a modern grid planning partnership, aimed at helping the city achieve 100% renewable electricity by 2030. The city has also been working on reducing Vehicle-Miles Traveled (VMT) and Single-Occupancy Vehicle (SOV) mode share since the 1996 Transportation Master Plan (TMP). These efforts have resulted in a continuous reduction in resident SOV mode share and returned VMT to 1994 levels despite employment and population growth. As part of the 2014 TMP, the city committed to a 20 percent reduction in SOV mode share and VMT and a 50% reduction from 2005 transportation emissions by 2030.
